The completion of this regulatory sandbox marks a significant milestone not only for Herta but also for the broader biometrics sector within Europe.

Herta aligns its operations with the new European Artificial Intelligence Regulation

As the first European company focused on facial recognition to prepare for deploying projects in public areas, Herta aligns its operations with the new European Artificial Intelligence Regulation, known as the AI Act. This regulation demands stringent compliance with aspects like human oversight, risk management, traceability, technical documentation, cybersecurity, and the safeguarding of fundamental rights.

The accreditation Herta received acknowledges its active role with BioSurveillance during the AI Sandbox, which spanned from May 2025 to June 2026, under the framework of Royal Decree 817/2023. The closing event of this initiative was held in Madrid on 11 June 2026.

Facial recognition technology

"Completing the European Union’s first Artificial Intelligence Sandbox is a strategic milestone for Herta. It demonstrates that it is possible to develop and deploy facial recognition technology from Europe with the highest legal, technical and ethical safeguards," stated Javier Rodríguez, General Manager of Herta.

This recognition bolsters Herta's position as a pioneer European supplier of cutting-edge biometric solutions. Their technology supports public security, critical infrastructure, transport, large-scale events, border control, and high-traffic venues.

Herta, a Spanish company specialising in facial recognition, video analytics and artificial intelligence, has successfully completed its participation in the first Regulatory Sandbox for Artificial Intelligence in the European Union, led by the Government of Spain through the State Secretariat for Digitalisation and Artificial Intelligence.

Herta has participated in this controlled testing environment with BioSurveillance, its high-performance video surveillance system based on facial recognition, designed to identify people in crowded, dynamic and highly complex operational environments.

Protection of fundamental rights

The completion of this process represents a milestone for the company and for Europe’s biometrics sector. Herta positions itself as the first European company specialising in facial recognition prepared to implement projects in public spaces in line with the new European Artificial Intelligence Regulation, AI Act, in those cases permitted by the regulation and under the safeguards required in terms of human oversight, risk management, traceability, technical documentation, cybersecurity and protection of fundamental rights.

The accreditation diploma awarded to Herta recognises its participation with BioSurveillance in the Artificial Intelligence Sandbox, developed between May 2025 and June 2026 and framed within Royal Decree 817/2023. The closing ceremony took place in Madrid on 11 June 2026.
