Winkowski, Acting Commissioner, U.S. Customs and Border Protection; Daniel H. Ragsdale, Deputy Director, U.S. Immigration and Customs Enforcement; Michael J. Fisher, Chief, U.S. Border Patrol; and Mark S. Borkowski, Component Acquisition Executive & Assistant Commissioner, Office of Technology Innovation and Acquisition, U.S. Customs and Border Protection.
