In response to the updated telecom regulations in Chile, Agile Ingeniería y Consultoría has joined forces with Regula to implement a robust identity verification (IDV) system.
This collaboration facilitates the Chilean telecom industry in processing over 300,000 ID checks per month, maintaining the precision of document authentication found in border controls.
The system has achieved a 96% conversion rate, ensuring compliance with the new national regulations.
Challenges faced by the industry
Previously, SIM activations and number portability in Chile were prone to fraudulent activities due to insufficient verification systems.
The introduction of stricter regulatory standards in early 2025 mandated stringent verification of each user's identity when activating a phone line or prepaid SIM card, necessitating the adoption of newer, more reliable technologies.
Implementing a comprehensive solution

It examines various security features such as MRZs, barcodes, RFID chips, holograms, and optically variable elements. The system ensures the document's real-time presence and authenticity, cross-verifying data for discrepancies, effectively identifying even complex forgeries without disrupting the user experience.

Notable outcomes
The integration of Regula’s technology brought about substantial improvements, including a 96% customer conversion rate after incorporating additional verification steps.
More than 300,000 ID verifications per month are now handled efficiently and securely, leading to a considerable decline in fraud and SIM misuse, alongside complete adherence to Chilean telecom Resolution No. 566/2024.
