MESSOA cameras help keep the traffic in Santa Marta, Colombia in order

Located at northern Colombia, the city of Santa Marta is a popular tourist destination due to its colonial past and proximity to the Caribbean Sea. Job opportunities have drawn many Colombians to the city in recent years, but the urban development cannot catch up with the surging population and vehicles, which have led to congested roads and increase in traffic infractions. To mitigate the problems encountered, Santa Marta's traffic authority decided to apply stricter law enforcement while prohibiting cars with certain license plates from being on the road during rush hours on certain days to stop traffic conditions deteriorating further. To ensure the policies could be effectively enforced, the authority officials decided to deploy surveillance cameras at 10 strategic locations throughout Santa Marta. Solution With an extensive experience in traffic surveillance solution and successful case from the past, MESSOA's local partner recommended the most appropriate MESSOA traffic surveillance cameras to meet the challenging tasks. Each site is then monitored by 1 MESSOA SDR431U and up to 3 SCR515PRO cameras depending on the number of the lanes for that particular roadway. The SCR515PRO is an LPR camera specifically designed to capture close-up snapshots of vehicle information in remarkable clarity, particularly license plates. The camera is powered by MESSOA's advanced CatchAll™ II and Lumii™ III intelligent technologies. CatchAll™ II significantly improves the SCR515PRO's surveillance capabilities in tracking vehicle information even when cars are travelling at a high speed, whilst Lumii™ III further enhances camera sensitivity to deliver sharp images in adverse lighting conditions. The SDR431U is a 30M IR vandal-resistant fixed dome camera with mechanical D/N function to provide round-the-clock surveillance of the intersection. SDR431U was selected to provide an overview and panoramic video recordings of the monitored scene. All the data captured are then sent to a centralised control site, where an LPR system is used to identify whether any vehicle is not supposed to be on the road or violating traffic regulations, such as speeding, running on red light and etc. Should any infraction be detected, the system will then verify the license plate and automatically send a traffic fine notice to that driver with photo evidences attached to it. MESSOA's local partner recommended the most appropriate MESSOA traffic surveillance cameras to meet the challenging task Result With the help of traffic surveillance technology, the restrictive car policy and traffic law can be effectively enforced in Santa Marta. The authority officials are especially impressed with the performance of the MESSOA's surveillance solution as traffic violation and congestion have been notably alleviated since the deployment. Having seen how successful this project has turned out in Santa Marta, city officials from Cali and Bucaramanga, Colombia have also decided to duplicate this model in their respective cities in the near future.

In Bangkok, there are more than 2.6 million vehicles are on the roads daily. It is estimated that drivers on average have to spend around 22 days each year stuck in the traffic. One of the busiest roads penetrating the heart of Downtown Bangkok, Vibhavadi Rangsit Highway is no exception. This Highway is frequently congested with cars and motorcycles as commuters travelling in and out of the capital city, especially during the rush hours. MESSOA traffic cameras brought in to meet high requirements for traffic analysis In an effort to understand more about the traffic patterns on this congested highway for future planning, the MESSOA partner Digitalcom was commissioned by Department of Highways to set up a traffic analysis system at one of the busiest sections along the route. The main objectives are to monitor the traffic conditions, to analyze the traffic volume, as well as to calculate the time taken to travel through this section at any given time of the day. Traffic analysis requires higher standards in terms of captured image quality in order to collect the most accurate information possible for data analysis. The MESSOA cameras deployed in this project successfully met such requirements with the company’s extensive know-how in traffic surveillance. Positive identification with excellent plate capturing capability The MESSOA SCR515PRO and SCB265iPRO traffic cameras were strategically installed at four locations spread across the monitored section. The SCR515PRO was used to capture the license plate of any target vehicles. By identifying the plate numbers to track a particular vehicle, it allows the system to accurately calculate the time taken for that vehicle to pass through each of the four location points within the heavy traffic. On the other hand, the SCB265iPRO was used to capture an overview of the entire road span that allows the system to estimate the total traffic volume. Both SCR515PRO and SCB265iPRO are driven by MESSOA’s proprietary CatchAll™ engine, a self-developed image processing technology specially designed to accurately capture vital vehicle information regardless of any extraneous noises, such as vehicle headlights, heavy rain, fog, etc. This is particularly useful for installations situated in humid, raining tropical climate such as Bangkok. This CatchAll™ technology also enables the camera to capture images of vehicles traveling at all speeds up to 200kph, delivering crisper, clearer images at outdoor lighting conditions and to ensure precise captures for positive identification all day long when integrated with any LPR and car counting software solutions. Helping to collect valuable traffic data The project leader at the Department of Highways was satisfied with the analysis results and made the following remark: “The MESSOA traffic cameras deliver an exceptional image quality that will help us attain accurate information that we need for analyzing the traffic patterns on Vibhavadi Rangsit Highway. The data collected will become really valuable references as we draw up traffic policies and regulations, as well as future traffic planning for the city that is still growing and expanding”.

This October, MESSOA SCR515PRO cameras met the challenging traffic surveillance requirements of Phutorn, Kamphaeng Phet Province, Thailand. These ANPR/LPR cameras have aided local Thai police in resolving a number of serious traffic headaches, including hit and run drivers, speeding and common traffic infractions. Officials have been especially impressed with SCR515PRO's recognition capabilities at night and in rainy conditions, and have been thrilled with the first-stage test results. They have decided to install more SCR515PRO cameras at major intersections all around the city. "Our previous surveillance cameras were unsuitable for our needs," said one officer. "The images were blurry and almost useless. Oncoming car headlights would distort and blur out license plate numbers. It was all very frustrating." Needing an answer, they turned to MESSOA. Clear images day or night The solution was MESSOA's top of the line SCR515PRO ANPR/LPR traffic-surveillance camera. The city initially set up a single test camera for evaluation. The SCR515PRO utilised CatchAll™ II technology to deliver a clearer, more satisfying picture, while its 3D Digital Noise Reduction took away the "pixely" look of images to make them sharp and clean.  The camera also made use of its Wide Dynamic Range technology to ensure details were visible even in environments with both bright and dark areas. The real test came at night. Would the SCR515PRO be able to deliver clear shots even in the dark? When several cars were prepped and sent out, the camera made it possible to easily identify the make of the cars, their license plate numbers and the people inside them. Their previous cameras used a sensor-based ICR switch, which could inadvertently switch modes when exposed to external factors such as headlights. This occasionally caused cameras to capture b/w images in daylight and colour images at night. Their concerns were alleviated by the SCR515PRO's scheduled ICR day/night switching. The Thai Traffic Bureau set up a schedule to switch between colour mode and b/w mode, eliminating the hassle of manually switching their cameras. Overcomes challenges of rainy season In Thailand, the rainy season lasts from June through October. Rain and humidity are both serious issues for the duration of the season. Water vapour and dust can get inside cameras, distorting images and even destroying the cameras themselves. Fortunately, the SCR515PRO is IP67 waterproof and is capable of continuous operation even while submerged in water. In addition, the camera's Lumii II™ technology reduces image noise to deliver crisp captures in the dim light of rainy days.
